The legislation is also aimed at addressing a lingering chip shortage and making the U.S. less reliant on other countries for manufacturing. How will the bill affect the U.S. and global chipmaking industry? And how will Chinese semiconductor manufacturers and policymakers react to the bill that prohibits investment in China? To discuss these issues and more, we are joined by Prof. Liu Baocheng from the University of International Business and Economics; Dr. William Lee, chief economist of the Milken Institute, and Andy Mok, senior research fellow at the Center for China and Globalization.

Ha ha ha ha, US claims that is unfair for us for China to subsidy production. Now itself are subsidising. This show that US can't complete in the globalised world. In the globalised world US is less efficient, higher labour cost and land cost etc. That is why its want to create conflict in other countries to make them unstable so will deter production problems.

Microchips are an entirely American and western invention. It is only largely manufactured in Asia because of production cost concerns, not because of any superior skills Asian countries have over America. The current chip supply chains are made in the 1980s and 1990s… a time when Asia was totally subservient to America. Now, with rising arrogance in the region particularly from China, it is time for the creators of these technologies to bring the production of their electronics home from these ungrateful countries. All high-tech technologies emerge from the west. Chips in the 1970s, social media today. Western economic models where entrepreneurs are heavily incentivized to invent will always win out over 5 year plans to build more dams.
Some of USA political decisions are making academic qualifications worthless. US can't legally control others except if they opt to be colonies. USA can't use China competion as valid logic to abuse market system – if Olympics is run this way then it denies others independence.

First of all, the U.S. can’t compete with China on manufacturing, especially in semiconductors where it’s not just the Chips fab factory that’s needed but a whole slew of support specialty companies that come as the ecosystem that chip manufacturing needs. The U.S. would not even come close to be able to have the technical manpower to staff all these companies. Forget about the U.S. being able to make our own chips here in the U.S – even with having TSMC doing this. Just as Foxconn had failed setting up any electronics manufacturing in America, so will TSMC.
Second and most crucial, thanks to MrTrump, China has set its course on becoming independent on the manufacture of semiconductors. SMIC has already shown they can do 7nm chips and the final most critical step is the manufacture of their own extreme ultraviolet lithography machines that ASML makes to be able to do the most sophisticated and smallest chips – the 3 – 5 nm chips. SMIC has proven they can overcome their limitation of equipment and still produce a 7nm chip without having the EUV machine.All other companies have failed but ASML, so its China’s ultimate test that they have the technical resource to go all the way with semiconductors as they’d done with their space program and GPS system.
The House on Thursday passed a $280 billion package to boost the semiconductor industry and scientific research in a bid to create more high-tech jobs in the United States and help it better compete with international rivals, namely China.The House approved the bill by a solid margin of 243-187, sending the measure to President Joe Biden to be signed into law and providing the White House with a major domestic policy factory. About two-dozen Republicans voted for the legislation.
"My plea is put politics aside. Get it done, Biden said before the vote, adding it would give the US the ability not only to compete with China for the future, but to lead the world and win the economic competition of the 21st century.Republicans argued the government should not spend billions to subsidise the semiconductor industry and GOP leadership in the House recommended a vote against the bill, telling members the plan would provide enormous subsidies and tax credits "to a specific industry that does not need additional government handouts.
The bill provides more than $52 billion in grants and other incentives for the semiconductor industry as well as a 25% tax credit for those companies that invest in chip plants in the US. It calls for increased spending on various research programs that would total about $200 billion over 10 years, according to the Congressional Budget Office.
A late development in the Senate progress announced by Wednesday night by Democrats on a $739 billion health and climate change package threatened to make it harder for supporters to get the semiconductor bill over the finish line, based on concerns about government spending.
Rep. Frank Lucas said he was disgusted" by the turn of events on Capitol Hill.Despite bipartisan support for the research initiatives, regrettably, and it's more regrettably than you can possibly imagine, I will not be casting my vote for the chips and science act today".

The viewer should know that the argument as presented is misleading.
At best, the facts as they are do support history that Bell Labs developed semiconductors due to its investments in R&D.
What is not presented so that the entire picture can be evaluated is what other possibilities there were, particularly in support of open market competitive telecommunications and whether semiconductors would have been invented anyway..
The problem with that period of time in US economic history is that a number of companies engaged in "Black Project" R&D including IBM and Bell Labs is that although they pushed R&D at least a decade if not two ahead of the rest of their industries, those secrets for the most part remained locked behind closed doors. Their respective industries and consumers don't benefit by these discoveries until the company decides to dribble those secrets out. When Bell Labs was broken up and as part of the breakup of ATT, Lucent technologies was created as the piece that would try to make something of all that Black technology and was able to be a ongoing enterprise for at least a decade simply by creating useful telecommunications equipment from that secret knowledge.
Today's technology industries have changed. The American Big Tech companies were broken up or forced to operate less monopolistically which has created markets of competitors both internationally and domestically and it means that there is more of a chance for more than one company to utilize new technology as it's discovered subject to IP protections.
There will always be a discussion if not argument about IP protections and what rights competitors might have particularly when they don't own and may be restricted from using the IP. But at least the IP is out there, which means for instance even if China is denied use of EUV, DUV is not forbidden and China might be able to innovatively develop DUV in new directions to close the gap somewhat. If the IP for DUV were locked behind doors, China wouldn't have the ability to do advanced DUV research and would have to first rediscover what isn't available today.
If all the money that's in this bill was to promote manufacturing semiconductor chips in the United states, this would be great, but there is more going to other areas that have nothing to do with the manufacturing of semiconductor chips in the United states. As usual they've loaded this bill with pork.

US and its allies adopt slowly more comprehensive strategies to tame the dragon. It is a 10-15 years strategy. Chip act, tariffs, delisting chinese companies, moving out manufacuring, cut off access to international financing market etc are just a beginning. Lot more to come to drive China economically bankrupt. You can see already from last 5-6 years affect on Chinese economy now.
Economy (GDP) of each country is just transactional economy. US is very resourceful country with energy, food and defence capability to sustain for a very long time( years together alone) during war. The name of this bill means nothing if it doesn't actually support the manufacturing of semiconductor chips here in the United states. Like so many bills this one has had a lot of unnecessary funding to things that don't pertain to what the name of the bill implies.
American people greed for money drove our companies along with our technologies to countries with lower labor costs. And we continue to try to raise our minimum wage instead of dealing with the real problem, that is the cost of living in the United states. Raising the wage , cause the prices to consumers to rise. This is a never ending death cycle for the American people. Raising wages was the easiest way out but not fixing the problem. Lowering the costs of the products is the answer. But not by having them shipped in from other countries. There was a time in America, where we were self sufficient. We manufactured everything thing we needed, and were dependent on no one. President Trump was on that road , he made us energy independent, he was working on being our manufacturing jobs back to the United states. The powers that are in control, saw that as a threat to there plan for global control and tried everything in their power to destroy him. They even got away with stealing the 2020 election from the American people. Put puppet Biden in and he immediately removed our energy independency, and has been working hard to make the American people dependent on the government.
