Corporate welfare, using tax payers money to invest in a corporation and the taxpayers don't get dividends but those congressional representatives invest ahead of time and do make dividends. Shameful.
BS= pass a bill giving up personal property tax, buy an older car. You know America can't make a thing an if they do what will be the cost, like our meds- food-fuel
insuranceutility- they all raised prices= an we give money an fuel to other countries thank you democrats =my ass still hurts no jelly.US says let’s practice free market: Also US let’s give our companies money!! But if China does it,that’s not fair smh…
This is at the heart of bipartisanship in USA. Just gin up a bill that gives billions to wealthy companies, and, hey-presto! Bipartisan support!
Never mind the millions living hand-to-mouth homeless lives all around the country.
Most of y’all do not understand this is a security issue. It’s a national security issue

Unless ASML can change the laws of physics, silicon chips is already near the end of the road at 1.5nm anyway. The next step is carbon chips invented by a Chinese young genius,A new type of computing chip could be a game-changer. That’s because its transistors are not made of silicon. Transistors are tiny electronic switches that together perform calculations. A new prototype uses carbon nanotubes. It is not yet as speedy or as small as the silicon devices found in today’s computers, phones and more. But these new computer chips may one day give rise to electronics that are faster and use less energy.or even graphene of which the Chinese are already far ahead. They're more likely to focus on mitigation techs that bypass EUV, such FinFet (3d with vertical fins) vs western MosFet (2d planar) that produce 7nm performance with 14nm process, and 5nm performance with 10nm process, while carbon chips are in development.
It makes no sense to sink too much money reinventing bronze at the cusp of the iron age.China’s top chip maker said to have achieved tech breakthrough.A Chinese flag near a logo atop the Semiconductor Manufacturing International Corp (SMIC) headquarters in Shanghai.ASML Holdings, which has a monopoly position in the production of advanced chip-making machines, could suffer heavy revenue losses if it heeds a US demand to stop selling more equipment to China, according to experts and industry analysts.
The Dutch lithographic equipment maker is not currently selling extreme ultraviolet lithography (EUV) systems to China, making it impossible for the country to make cutting edge chips, such as those used in the latest smartphones. However, the Dutch government said last week that Washington now wants to block ASML from exporting less advanced deep ultraviolet (DUV) lithography systems to China.
In response to questions from the Post, ASML downplayed the government talks and said “the discussions are not new and no decisions have been made”.ASML could lose around US$2 billion in revenue if DUV sales to China are blocked, “The impact is much higher than the ban on EUV.”While a total sales ban on ASML remains an extreme scenario, it is ringing alarm bells in Beijing, as DUV is used in a wide range of chip-making processes. Foundries with capacity expansion plans targeting mature nodes spanning 28-nanometre, 55-nm and 65-nm would bear the brunt of proposed sanctions in this area, according to experts.
China’s semiconductor self-sufficiency drive needs ASML machines, as China itself is unable to make DUV systems. China has no alternative options and the impact would be huge if the country cannot import the equipment, said an ASML engineer, who requested anonymity as the matter is sensitive.ASML’s DUV immersion technology, which has been available since 2007, is prevalent in the installed base of semiconductor manufacturers all over the world.
As a workhorse lithography system in the chip-making industry, it contributes every day to the production of chips that are critical to various end-markets including automotives, smartphones, Internet of Things and wearable devices. There’s a global semiconductor shortage and this is why it matters.ASML currently has four immersion DUV systems and five older “dry” DUV systems on offer. “Immersion systems are must-haves for the 28-nm production line,” .“But you need other [older] types of lithography systems to support operations, so the restricted sale of immersion systems would affect other types of ASML machines too.”
The impact on ASML would be huge. ASML sales of DUV systems to mainland China-based entities amounted to 2.74 billion euros (US$2.78 billion) in 2021, accounting for 14.7 per cent of ASML’s total net sales of 18.6 billion euros, according to its 2021 annual report and data provided by ASML China. However Robert Maire, president of Semiconductor Advisors, noted in a blog that ASML would still be able to sell its full suite of tools to non-Chinese chip makers. “The bottom line is this has little to no impact on ASML’s long-term strength or success. The only thing that will happen is that the shipping address of ASML’s tools will change,” wrote Maire.
Sales of DUV immersion systems accounted for 36 per cent of ASML’s total system sales of 13.7 billion euros in 2021, while EUV systems accounted for 46 per cent.
ASML flags possible IP infringement by ‘little giant’ in China.Amid the ban on ASML exports of EUV systems to China, China’s top foundries, such as Semiconductor Manufacturing International Corp (SMIC) and Hua Hong Semiconductor, have shifted their focus to mature nodes starting from 28-nm. Both SMIC and Hua Hong posted record-high revenue growth last year on the back of brisk demand from local semiconductor design companies for their mature processes.
Lithographic systems – the single most tech- and capital-intensive area in a long list of chipmaking tools – is considered an Achilles’ heel for China’s chip-making industry. In 2008 China rolled out a special “No 2 Project” aimed at narrowing the gap with foreign countries in chip-making technology, tools and materials, and more than 200,000 scientific researchers across the country have taken part. China, however, has failed to produce a domestic machine that can rival the ones ASML produces.
Shanghai Microelectronics (SMEE), considered China’s best shot at making breakthroughs in lithography tools, was added to a US export watch list with another 32 Chinese entities by the US Commerce Department in February, restricting the company’s imports of US technologies and products. SMEE’s best lithographic system can make chips on 90-nm.

More propaganda BS. From the man…..Intel new plan in Oregon just open and the Ohio plan is almost complete…. Us is doing the same thing they were complaining about gov. In the private sector ????
After many years of complaining about foreign gov subsidies for private business….. Now we are just going to do the same ???
So NO CONCERN OF DEFICIT HERE!!!
We are all doomed…except the thieves in charge.
Will the US Chips Act be a threat to the Chinese semiconductor industry?Any legislative action by the U.S. is somewhat irrelevant especially if its only $52 billion. It’s like Biden offering $150 million to the ASEAN for their infrastructure needs??Ask yourself would u give up a market with 100billions yearly market of potential a for $52 incentive bill distributed and divided by some Top FAB such TSMC,Samsung ,Intel ,NVIDIA and 200 billions distributed over 10 year??
First of all, the U.S. can’t compete with China on manufacturing, especially in semiconductors where it’s not just the Chips fab factory that’s needed but a whole slew of support specialty companies that come as the ecosystem that chip manufacturing needs. The U.S. would not even come close to be able to have the technical manpower to staff all these companies. Forget about the U.S. being able to make our own chips here in the U.S – even with having TSMC doing this. Just as Foxconn had failed setting up any electronics manufacturing in America, so will TSMC.
Second and most crucial, thanks to MrTrump, China has set its course on becoming independent on the manufacture of semiconductors. SMIC has already shown they can do 7nm chips and the final most critical step is the manufacture of their own extreme ultraviolet lithography machines that ASML makes to be able to do the most sophisticated and smallest chips – the 3 – 5 nm chips. SMIC has proven they can overcome their limitation of equipment and still produce a 7nm chip without having the EUV machine. All other companies have failed but ASML, so its China’s ultimate test that they have the technical resource to go all the way with semiconductors as they’d done with their space program and GPS system.
The House on Thursday passed a $280 billion package to boost the semiconductor industry and scientific research in a bid to create more high-tech jobs in the United States and help it better compete with international rivals, namely China. The House approved the bill by a solid margin of 243-187, sending the measure to President Joe Biden to be signed into law and providing the White House with a major domestic policy factory. About two-dozen Republicans voted for the legislation.
"My plea is put politics aside. Get it done, Biden said before the vote, adding it would give the US the ability not only to compete with China for the future, but to lead the world and win the economic competition of the 21st century.Republicans argued the government should not spend billions to subsidise the semiconductor industry and GOP leadership in the House recommended a vote against the bill, telling members the plan would provide enormous subsidies and tax credits "to a specific industry that does not need additional government handouts.
The bill provides more than $52 billion in grants and other incentives for the semiconductor industry as well as a 25% tax credit for those companies that invest in chip plants in the US. It calls for increased spending on various research programs that would total about $200 billion over 10 years, according to the Congressional Budget Office.
A late development in the Senate progress announced by Wednesday night by Democrats on a $739 billion health and climate change package threatened to make it harder for supporters to get the semiconductor bill over the finish line, based on concerns about government spending.
Rep. Frank Lucas said he was disgusted" by the turn of events on Capitol Hill.Despite bipartisan support for the research initiatives, regrettably, and it's more regrettably than you can possibly imagine, I will not be casting my vote for the chips and science act today".
When are we gonna call them all government. Right and left are the shackles they gave us. This is WWE People!
