The erosion of democracy around the world has followed similar patterns, or a “playbook,” which authoritarian leaders are increasingly replicating to undermine democracy. Despite being well-known, the dictator’s playbook continues to be a successful one, prompting the need for a democracy playbook for like-minded countries and individuals. This democracy playbook would chip away at authoritarian practices and institutions and create a set of contexts in which opposition movements could earn important gains in judicial reform, electoral reform, and an opening of civic space for organizing.
While some of the key components of a democracy playbook are widely agreed upon, there remains considerable uncertainty on the specific steps toward reform. In Venezuela, the Maduro regime has used—and perfected—the dictator’s playbook. With elections likely looming in 2024, it is important to understand whether the exercise of elections could serve as an important rallying point for a democracy playbook in Venezuela. The event will also discuss the practical ways in which the Venezuelan opposition, democratic leaders in the Western Hemisphere, civil society, multilateral organizations, and the private sector can utilize tools from the democracy playbook to begin restoring Venezuela’s democracy and create space for more competitive elections in 2024.
