Don't know where that neutral rate = 2% idea is coming from… Neutral rate is always a variable and a function of inflation. It's always been CPI + 0.5 to 1%. It has been around 2 to 3% in the last 20 years only because inflation has been stable around 1 to 2% during the period. I can't believe how short people's memory is.
