ISRO will not pretend to be a successful one for long with failure and in capacity of doing any advanced space program, with current un mature GSLV, that is about all ISRO can do, more advanced space program needs huge amount of money which India does not have, currently everything stuck at Chandrayaan project due to the failure of Chandrayaan-2, now all wait for Chandrayaan-3, however, Chandrayaan-3 will be a failure too since ISRO does not have capability to make better Chandrayaan-3. only doing some modifications on Chandrayaan-2, so surely it will not work, the problem for making a completely new Chandrayaan-3 takes money, again you do not have it. without Chandrayaan-3, then your Gaganyaan manned program cannot start.
