If Putin exploded a tactical nuke in Ukraine, it's highly likely the US would put boots on the ground and every conventional asset needed to end the Ukraine conflict.
It would take days, to weeks.
Putin knows this. So just as the MAD theory assured regarding all out nuclear war, the same result would occur conventionally in Ukraine. Putin would be completely helpless to stop it, other than using another nuke against American forces which would be the last time. Putin knows this. He doesn't want to die, he doesn't want to lose in Ukraine. He won't use nukes.
