Dubai's actual blocker to be a tech hub will be lack of engineering talent..
Their talent is mostly at university level coders…. They need seasoned professionals from places like India to really boost the process, that also means they have compete with US and EU counterparts who currently hire from India in bulk.
They have to really ramp up their hiring from India.
Smart people. While countries turn racist they are smart attractive talent and money.

This is all BS. Dubai can never be what Singapore, London, Stockholm, Berlin, or other mature markets are around the world, let alone being like the Silicon Valley. Their salaries are based on the passport you hold. Meaning, if you are from a developed country, your salary will be higher and if you are from a developing country, your salary will be lower, although both the people may work at the same position. Besides, it's a dictatorship. There is no democracy, freedom of speech, and basic human rights. There is no free press. Please show the reality. Please show who is building these sky-scrappers and their living conditions.
