What do New York’s new handgun licensing rules mean for residents and lawmakers?

New York lawmakers have approved a sweeping overhaul of the state’s handgun licensing rules in response to last month’s U.S. Supreme Court (SCOTUS) ruling that struck down previous restrictions.

When the SCOTUS struck down a state law requiring proof of self-defence to obtain a concealed carry gun permit, New York lawmakers felt that the mostly-conservative legal body went too far.

    This is what the Court wanted, for individual legislatures to write laws that affect their state's unique needs, rather than a blanket law for the entire country. It's what we here in Canada call a 'patchwork' of laws that successive governments have been scared of, as if Alberta has different needs than Nova Scotia (which I imagine it does)

    If someone is intent on murder and violence, a trivial law denying concealed carry will not hinder them in any way at all.
    It only greatly reduces the number of people who can stop them so they don't kill as many people.

    Not much actually. As usual the State leadership rammed through a bevy of poorly formed concepts which invariably will see litigation – and likely overturning. The Dems do not really want the problem to be solved. They want "the issue". Were it otherwise they would have offered reasonable actions which reflected the problem instead of an ideological "wish list" which creates a host of jurisdictional problems. Upstate many counties will not likely enforce these new rules seeing them as not workable.
