First of all period tracking apps involve a woman’s health information, which IS covered under HIPPA Privacy laws.
So if this information is disseminated without the expressed written permission of that woman, it is against the law. Especially if its being sold to the highest bidder just so she can be monitored and tracked and not for actual medical reasons.
Now there are some who will argue that when a woman downloads the app she agrees to certain terms and conditions. But those developers should know that if they did not make it reasonably clear that her medical information would be disseminated for reasons other than medical ones, then yes, they would still potentially be liable.
It’s sickening that states, app developers and companies would even think of violating a women’s personal medical information this way. Regardless of what they think they can get away with, there are just somethings that are wrong, full stop.
We are seeing police states being formed in this country. States that now think its ok to make discriminatory surveillance laws that monitor the activities and whereabouts of women and any one who assists them. It’s reprehensible.

Most of the people I know who are "pro-choice" become "pro-life" late in the 3rd trimester. I think almost everyone is actually "pro-life" eventually. Some people are OK with killing a baby just before birth, but I don't think many are.

It can even alert law enforcement to the fact that you are pregnant and: have a doctors appointment, unhappy, want an abortion, want to give the baby up for adoption etc……
