Soo… I don't really wanna get into the actual right and wrong of the abortion situation, but the way the government is set up I don't see how the protest can push the government into action because they don't really have authority unless it's granted by the constitution and the supreme court just said this authority is not granted in the constitution.
1. There's not an executive order the president can really sign to meaningfully change anything because an executive order is an order to the executive branch (which he leads) but there's no medical branch of the executive government that would cover this. It's not like a CDC thing.
2. If the supreme court decides the constitution doesn't allow abortion, then it's up to the stats. They can't just pass a federal law to force states to do a thing. For example, the US government still considers marijuana illegal, but states have passed laws allowing it anyway. The federal government can't take power that the constitution doesn't give them. Although, I don't think the states have proper legal authority to punish someone for going to another state for services that are illegal in the home state… If states try to pass and enforce those laws I bet that can be stopped at least.
3. The only real power declaring a state of emergency grants is monetary power to fund a thing… but there's specific rules against the government directly funding certain medical things… there's nothing the government can really do to throw money at this and help so I don't see a benefit from declaring a state of emergency… the only possible thing I could think of would be to help poop people travel to another state for a procedure.
