I suggest Governor to legalize Chinese as primary language. In Chinese, all nouns and pronouns are gender neutral. For example, TA means "he, she, it, He". You just can't tell gender from only 1 sentence, and needs context. All nouns are gender neutral as well. This fix the issue completely.
